Q: I heard that only the latest Palm OS will leave files behind when deleting programs. Since I still use OS 3.1, do I still need this program? Thanks for your help.

A: Actually, what you are referring to is a bug in Palm OS 3.1 and prior that whenever the palm underwent a soft reset, 3 redundant shortcuts (.i, .s, and .t) are added to the shortcuts database (shortcuts are what you set in in Prefs so that you can just type shortcut-l instead of Lunch, etc). In time, this database gets bigger and bigger, and slower and slower. A program called dbScan will clean up the shortcuts database, but it is only needed for people running Palm OS 3.1 and prior.

Files and Preferences (which are different than discussed above) are left behind because of software applications, not because of the Palm OS. These can accumulate on any Palm, regardless of OS version.
